The National Association of Clean Air Agencies (NACAA) have joined forces with the ICLEI – Local Governments for Sustainability (ICLEI) to build a software product that helps local governments create greenhouse gas inventories, quantify the benefits of reduction measures and formulate local climate action plans. The software enables them to develop harmonized strategies to reduce both greenhouse gas and air pollution emissions. The result of this partnership is the Clean Air and Climate Protection (CACP) Software, which debuted in May 2003.

This one-stop emissions management tool tracks emissions and reductions of greenhouse gases (carbon dioxide, methane, nitrous oxide) and criteria air pollutants (NOx, SOx, carbon monoxide, volatile organic compounds, PM10) associated with electricity and fuel use and waste disposal. This tool can help you:

  • Create emissions inventories for the community as a whole or for the government's internal operations.
  • Quantify the effect of existing and proposed emissions reduction measures.
  • Predict future emissions levels.
  • Set reduction targets and track progress towards meeting those goals.

The Clean Air and Climate Protection Software is designed to:

  • Track emissions on either a supply or demand side basis.
  • Build emissions scenarios for use in the planning process.
  • Create a full emissions reduction plan.

The software contains thousands of emission factors that are used to calculate emissions based on simple fuel and energy use data, or by using information on waste disposal. Advanced users will appreciate the flexibility of being able to enter data in a number of different forms, utilize information collected through other inventory tools, customize emission coefficients, and create new fuel and vehicle types.  ICLEI provides forms for collecting data as well as regular online trainings and on-call technical support to ICLEI members and members of our partner organizations.

Later this Fall the ICLEI website will allow ICLEI members and other approved parties to download the software.

Support Services


Basic Support

To complement the software, ICLEI provides technical support for jurisdictions participating in NACAA’s or ICLEI’s programs who wish to use the CACP Software. This includes phone support to provide:

  • Help with installing setting up the software on you local system
  • A general overview of the software's operation and features
  • Technical assistance for understanding how data can be used in the CACP Software
  • Monthly online trainings

Additional Services
More in-depth services and support is available upon request. ICLEI has been assisting governments in creating emissions inventories and reduction plans for over 10 years. Please contact us for more information about how we can help you meet your emission reduction goals. Examples of the services that we can provide include:

  • Local training sessions on using the software
  • Workshops on emission inventory and reduction strategies
  • Quantification of the effect of emission reduction measures
  • Creation of inventories and emission reduction action plans

 

Transfer of CACPS to Third Party


Who is an Eligible Recipient of the Clean Air and Climate Protection Software (CACPS)?
ICLEI possesses a Cooperative Agreement with the USEPA to distribute and support the CACPS software for certain users.  If you are a state, county or local government, or a member of ICLEI, NACAA, NASEO, and/or NARUC, you are entitled to register and download the CACPS software for use in your jurisdiction provided that ICLEI’s Cooperative Agreement remains positively funded.  Currently it is drawn per an on-demand basis.  

What if my jurisdiction is an Eligible Recipient but I want to give the software to someone else to help us with our emissions analysis?
To help Eligible Recipients make the best use of our membership benefits, ICLEI allows eligible recipients of the software to provide access to CACPS to Third Parties under the following conditions:

  • Only one third party may receive the software per Eligible Recipient.
  • The third party can be non-profit or for-profit entities, or individuals (consulting and volunteer).
  • The third party is only allowed to use CACPS to perform bona fide emissions analysis for the Eligible Recipient’s community and government operations on behalf of the Eligible Recipient.
  • The third party does not use the application for any other purposes, and does not reproduce or distribute the application unless expressly authorized by ICLEI to do so.
  • The third party does not attempt to copy or reverse engineer the application, or otherwise infringe on ICLEI’s copyright in anyway.
  • The third party registers with ICLEI as the Executing Agent on behalf of the Eligible Recipient.


How do I get a Third Party certified for CACPS?
Eligible Recipients must submit written and signed verification to ICLEI via cacp-software@iclei.org that Third Parties are acting as an Executing Agent.   

Who is eligible for ICLEI support while using the tool?

Valuable ICLEI staff support, offered to Eligible Recipients through the EPA Cooperative Agreement, is limited to staff of the Eligible Recipient.  This includes web trainings, on-site visits, phone support, etc.   On occasion ICLEI may offer related trainings to select groups, if that training service is funded outside of the EPA Cooperative Agreement.  

ICLEI can provide trainings to all third parties on a fee-for-service basis.  In certain cases ICLEI may provide limited services to third parties, tracked against the Eligible Recipient, if the third part is a non-profit or an individual volunteer.
